Tiny Systematic Vote Manipulations Can Swing Elections

چکیده
We examine the effects of a type of electoral fraud easily perpetrated by someone with access to the system software for a direct-recording electronic voting system. The hypothetical attacker modifies the software to arbitrarily change a small number of votes on each voting machine. We determine the effect of this manipulation on the electoral college results of the 2000 United States Presidential election. We conclude that changing only a single vote per electronic voting machine can change the outcome of the election.

Changing Votes or Changing Voters? How Candidates and Election Context Swing Voters and Mobilize the Base∗ Electoral Studies 2017
To win elections, candidates attempt to mobilize supporters and persuade swing voters. With what magnitude each operates across American elections is not clear. I argue that the influence of swing voters should depend upon change in the candidates across elections and that the consequences of changes in composition should depend upon the relative balance of campaign expenditures. I estimate a B...
متن کاملThe Swing Voter's Curse
We analyze two-candidate elections in which some voters are uncertain about the realization of a state variable that affects the utility of all voters.. We demonstrate the existence of a swing voter's curse: less informed indifferent voters strictly prefer to abstain rather than vote for either candidate even when voting is costless. The swing voter's curse leads to the equilibrium result that ...
متن کاملStatistical detection of systematic election irregularities.
Democratic societies are built around the principle of free and fair elections, and that each citizen's vote should count equally. National elections can be regarded as large-scale social experiments, where people are grouped into usually large numbers of electoral districts and vote according to their preferences. The large number of samples implies statistical consequences for the polling res...
متن کاملTowards Computing Victory Margins in STV Elections
The Single Transferable Vote (STV) is a system of preferential voting employed in multi-seat elections. Each vote cast by a voter is a (potentially partial) ranking over a set of candidates. No techniques currently exist for computing the margin of victory (MOV) in STV elections. The MOV is the smallest number of vote manipulations (changes, additions, and deletions) required to bring about a c...
متن کاملInformation Aggregation and Strategic Abstention in Large Laboratory Elections
Recent advances in voting theory have shed light on the influence of pivotality on voter choices when voters have asymmetric private information, and the implications of this for information aggregation in committees and elections. Of particular interest is the result that voters may optimally choose to vote contrary to their own private information, even in committees or elections where all vo...
